We can use an infrared thermal imaging camera during our check of your home if we find any suspect conditions.

 

Infrared Thermal Imaging cameras are very helpful in finding water intrusion in a home that often is not visible to the naked eye.  This is a non intrusive method that should be verified by a moisture meter.  Though thermal imaging cameras are very useful most inspectors don't have them.  Our cameras are about $18,000. , and are not economical for the average inspector.

Chapter 468, Part XVI, Florida Statutes, provides for licensure and regulation of mold assessors and remediators. The law becomes effective July 1, 2010, and provides that the mold related services licensing program will be administered by Florida's Department of Business and Professional Regulation (DBPR).

DBPR has chosen ACAC to provide the license examinations required by Chapter 468, and has approved six ACAC certification exams for this purpose:

Mold Assessor (Inspector) Exams

All of the following tests are approved by DBPR for the Florida mold assessor license.  License applicants may register for the exam of their choosing

Council-certified Indoor Environmentalist (CIE)
 exam on the investigation of indoor environmental issues including asbestos, lead, HVAC, building science, chemicals, mold and microbial contamination.

Council-certified Indoor Environmental Consultant (CIEC)
 exam on the investigation of indoor environmental issues including asbestos, lead, HVAC, building science, chemicals, mold and microbial contamination.

Council-certified Microbial Consultant (CMC)
 exam on the investigation of suspected microbial contamination, including the design and execution of microbial sampling regimens.

Mold Remediator (Mold Clean up)Exams

All of the following tests are approved by DBPR for the Florida mold remediator license.  License applicants may register for the exam of their choosing:

 Why Hire a Licensed Person?

  • A licensed person has the required education, experience, insurance and qualifications to obtain a license.  They must pass a competency examination before practicing.
  • Licensed individuals are screened for prior criminal history.
  • The department can discipline and even revoke a license if the person does not live up to professional standards.  This is a not a total safeguard, but is a strong incentive for the licensee to do good work.
  • You may be able to sue the licensee in civil court for problems related to the work done.

Dangers of Hiring an Unlicensed Person 

  • Poor qualifications.  Unlicensed persons typically do not have the education, insurance, or qualification required of a licensee.   
  • Possible criminal background.  Unlicensed persons often have criminal backgrounds that may include fraud, theft, violent crime, sexual offenses, and substance abuse.
 
 

"Grandfather" clause makes it easy for qualified individuals to obtain a license until 2011.   There are six Licensed Mold Assessors located in all of Collier / Lee and Charlotee County. (8-26-2010)  statewide:  over 200 home inspectors, about 35 mold inspectors and about 30 mold remediators have qualified for a license.

Highlights of New Mold Law 

468.8421 Insurance.- A mold assessor shall maintain general liability and errors and omissions for both preliminary and post remediation mold assessment insurance coverage of at least $1 million.

 1468.8422  Contracts.-A contract to perform mold assessment or mold remediation shall be in a document or electronic record, signed or otherwise authenticated by the parties. A mold assessment contract is not required to provide estimates related to the cost of repair of an assessed property. A mold assessment contract is not required to provide estimates. 

Section 468.8419(2)(d), F.S., provides that a remediator may not "perform or offer to perform any assessment to a structure on which the mold remediator or the remediator's company provided a mold remediation within the last 12 months."  

Section 468.8419(1)(d), F.S., provides that an assessor may not "perform or offer to perform any remediation to a structure on which the mold assessor or the assessor's company provided a mold assessment within the last 12 months."

 A license is required after July 1, 2010; however, Florida Statutes provide that unlicensed activity will not be enforced (no penalties) until 2011.

Protect Yourself and Your Client

 ·       Recommend or Hire Mold Inspectors / Testers that qualify for the State of Florida Mold Assessor license.                        Recommend State of Florida licensed Mold Remediators. 

·       Sellers should require the mold inspector checking their home be a State of Florida Licensed Mold Assessor.  Recomend State of Florida Home Inspectors.

 ·       No license qualifies for another license.

Contractors licensed under Chapter 489, Part I, Florida Statutes, would be able to perform mold assessment or remediation that is within the scope of their license. But contractors would not be able to represent themselves as mold assessors or remediators without the proper license.
